Hi Marissa - It's great that you're trying to get more involvement at the department level! Part of EOS is holding a 'state of the company' meeting after each Quarterly, letting the whole company know what was accomplished last quarter, what the current state is, and what priorities are for the next quarter ("where we've been, where we are, and where we're going"). Generally, my clients choose to then have each LT member hold an extended L10 following that to set department and Individual Rocks.
Some clients choose to set Individual Rocks at individual meetings rather than in their department L10. It depends widely on level of employee, maturity of team, etc.
